The Soviet-time neighbourhoods are an integral part of the city - without them your impression would not be complete!
Take the bus to the TV tower (1981), visit the exhibition about the struggle for freedom of Lithuania (1991), go all the way up with the lift and enjoy the view over the city in the turning bar/restaurant. We wouldn't go there for the food, but for the special experience.
