There are two sides to every story...Jon contacted me on the third day of his stay to complain about 2 dogs that were left all day on a deck in the building next door to mine. In my building my tenants understand that if they have a pet, it cannot disturb the other tenants in my building or they and their pet will be evicted. Every perspective tenant and guest from Airbnb is given the same information. Although I may allow pets, if your dog is going to be barking while you are away, that's not okay with me. I understand a dog may bark when they hear a noise, but it should not be ongoing, and uncontrolled. However, I don't have the same enforcement power over other property owners, or their tenants. But in Raytown there are noise ordinances in place about animals making excessive and untimely noise, barking, etc. So I instructed Jon to call the police, as these animals were disturbing the peace, and the police are the ones to call to enforce this ordinance. His response was he'd rather go to a hotel than call the police. Since he was the one experiencing the disruption, he would have been the eyewitness to pass this information on to the authorities. He wanted me to reimburse him for his last night stay, but was unwilling to file a complaint with the proper authority that would have an impact on the situation. Refunds come from Airbnb not me, and by his refusal to report his complaint to the proper authority, my hands are tied. But I did not ignore his complaint. I contacted the animal control officer in Raytown, who went out to the building next door, and spoke with the dogs owners. They were given two tickets, and have to appear in court. There are devices available to pet owners such as shock collars to train them to stop barking. And this information was passed on to the animals owners. I also searched out the building owners next door, and left a message for them in regards to their tenants. I contacted Jon to let him know I had made these phone calls, and that there was follow up going on. But he didn't respond, except to say he was leaving to go to a hotel. I went to the building and the dogs were not outside, after the animal control officer visited the building. I spent several hours there and all was quiet. At some point later I came back and the dog owners had put their dogs outside on the deck again...and they were (Website hidden by Airbnb) I called the animal control officer, who instructed me to take a quick video of the animals, so that the judge could hear the disturbance in court. And she agreed to issue additional tickets to the animal owners every time these dogs disturbed the people in my building...Substantiated by a quick video of the dogs barking and emailed to her. The pet owner later saw me videoing their dogs again, and quickly let them back inside. So I am cooperating with animal control and they are making every effort to get the pet owners to comply with local laws.
